The change in direction that takes place in the building is illustrated by the two porticos which also link the visitors center to its neighbors. Via the high portico on Scheidemannstraße visitors reach the entrance hall which opens to the Tiergarten. A grand staircase leads to the upper and lower floors.

In the basement there is a communication forum and the underground transition to the Reichstag building. The upper floor contains the Plenary Forum, seminar rooms and a bistro with a splendid view of the Platz der Republik. One leaves the building via the second portico and gets to a forecourt shaded by trees.

The barrel vaults allow for a support-free structure. They span in a different direction on each floor.
